No its not confusing. In EVE carebears have Empire, in other games there are only 'empire'.
It might be confusing to you, but to anyone with the slightest knowledge about what this game is about its crystal clear.

Yes it would, EVE has a fauna just like the plains of Serengeti. EVE needs its lions and it needs its sheep.
Without it, EVE would stop being EVE. It would just become ANOTHER hopeless mmo.
